History of Semey enterprise of waterways
The history of the Republican State Semey Municipal enterprise of waterways startsfrom 1938, when the technical site of waywas founded in Semipalatinsk city by the order of USSR Council of People's Commissars, which submitted to Ob-Irtishway of basin authority.
“Top-Irtysh basin authority of way”(TIBAW) Independent enterprisewas founded at the basis of on the basis of Semipalatinsk technical site in 1962 by the order № 82 of General River Fleet from August 14, 1962. The following waterways by general extent of 1964 kms were transferred to the enterprise:
• Black Irtish river from Butchum (PEOPLES REPUBLIC OF CHINA) up to Zaisan lake;
• Zaisan lake with filling Bukhtarminskiy reservoir;
• Ust-Kamenogorskiy reservoir;
• Irtishriver from Ust-Kamenogorsk city up to Klin village (RSFSR border).
And also two sluices: Bukhtarminskiy of 4-chambers and Ust-Kamenogorskiy of single-chamber. Ust-Kamenogorskiy area of hydrostructures was created for sluices service. For waterways service which are on the enterprise balance were three steamships, 20 steam-ships three the crane and 9 dredgers, from which 7 ones were steam and 2 diesel engine were electrical. Besides, there were 6 barges coal chambers, 8 bulk-oil barges, 11guardships. Channel lots were settled on 4 guardships, the teamsof dredgers lived at the other ones. The waterways were served by a posted method. There were 212 posts, which served 1593 coastal and 2367 floating marks. 1752 kms of navigable ways were illuminated. The marks were lightedwith petrol-lamps.
The guaranteed depths were given at the site from Ust-Kamenogorsk up to Klinand made:
• Ust-Kamenogorsk - Semipalatinsk – 105sm;
• Semipalatinsk - Semiyarka – 110sm;
• Semiyarka - Pavlodar – 130sm;
• Pavlodar - Klin – 170sm.
By features of a ship course on Shulbinskiysluice area - Maitubek was the rifts presence. Totally, 35 rifts with the rocky basis are on that area. The most dangerous rifts areBabiyi, Pervomaiskiy, Zernovoi, Zhana-Semeiskiye, Belokamenskiye, Izvestkovskiye, Semibratskiye and Grachevskiye.
The enterprise was gradually developed with the economy growth in the country. The guaranteed depths of 130smwere achieved with by explosive and rock-removed jobs by 1975 on the area of Semipalatinsk - Semiyarka,it is allowed to increase loading barges working on the area of Semipalatinsk - Pavlodar. The depth port is increased up to 210 sm. at theUst-Kamenogorskiyarea, Ust-Kamenogorskiy sluice, that has allowed the ships working at Ust-Kamenogorskiyand Bukhtarminskiy reservoirs, to be loaded in Ust-Kamenogorskiy port on afull draft.
The guaranteed dimensions were by 1985:
• Buran (PEOPLES REPUBLIC OF CHINA border) Black Irtish outflow was 100sm;
• Ust-Kamenogorskiy and Bukhtarminskiy reservoirs withZaisan lakewere 200sm;
• Ust-Kamenogorskiysluice - Ust-Kamenogorskiyport were 210 sm;
• Ust-Kamenogorsk - Semipalatinsk was 105 sm;
• Semipalatinsk –Maisk was 145 sm;
• Maisk - Pavlodarwas 155 sm;
• Pavlodar - Klinwas190 sm.
To this time all the navigable conditions were electrified, and the most part of it was served by a brigade method. The brigade method was entered in a process of waysteam-ships getting. In the process of new fleet getting the old ships were written off. Last steamship "Chelyuskin" was written off in 1974, and the last steam dredger was written off in 1981. In 90-s the technical fleet of the enterprise consistedof 11 earth gathered units with the technical productivity 3300 m3/h and two floating cranes. Annually 55 units of self-propelled fleet (towers, dump scows, boatage motor boats and way steam-ships) worked in navigation. 7 channel lots were involved to study channel rearrangements and planning of earth gathered and managing jobs.
In 1996 instead of Top-Irtish basin way authority according to the Decree of the President of the Republic of Kazakhstan by the Law, from June 19, 1995 № 2335 "About the state enterprise " and Decision of the Government of theRepublic of Kazakhstan from June 25, 1996 № 790 "About the lists of the republican state enterprises", 3 independent enterprises were created in Ust-Kamenogorsk city, Semipalatinsk city (nowadays Semey), Pavlodar. The Republican State Semey Municipal enterprise of waterways became TIBAW assignee in Semipalatinsk.
